In this case, you "pay it forward" by making the same offer on your own blog, in the Etsy cases it's a bit more fuzzy. 30 seconds googling says that the general Etsy PIF promise is a random act of kindness (which may be giving someone a similar gift to the thing you got practically for free on Etsy), but individual sellers may say other things. Dunno really, don't spend any real time on Etsy (except when Wonderland (http://crystaltips.typepad.com/) posts about it).
